Law protecting children enacted
Parents are now assured that their children’s care and protection are given utmost attention by the new law recently approved by the Sangguniang Panlalawigan known as the Children’s Welfare Code of Agusan del Norte.
The ordinance first and foremost acknowledges the roles of children in nation building, therefore, it is very necessary and important that their moral, spiritual, physical, and social well-being should be protected and promoted. Their involvement both in public and civic affairs is encouraged. The law also aims to inculcate to the children patriotism and nationalism.
Hon. Sadeka G. Tomaneng, the author of this ordinance, who worked hard to make it into law said, “I’m very happy and thankful with the Sangguniang Panlalawigan and national agencies who helped us in crafting the children’s code.”
The code anchors on RA 7610 or an “Act Providing for Stronger Deterrence and Special Protection Against Child Abuse, Exploitation…” which refers to those persons below 18 years old, but are unable to fully take care or protect themselves from abuse, neglect, cruelty, exploitation or discrimination because of a physical or mental disability or condition. The Sangguniang Panlalawigan members believed that this code will give utmost attention and protection to children’s rights so that child abuse, labor, sexual exploitation will be eliminated out-rightly.
The rights of children under the code are: survival, development, protection and participation. The responsibilities of children are: to live an upright and virtuous life, to love and respect their family, to develop their responsibilities to become an asset to society, to actively participate in civic affairs and in the promotion of the general welfare and to help in the observance of individual human rights, the strengthening of freedom. Anyone who is found guilty of violating any provisions of this Code is punishable by a fine of not more than Five Thousand Pesos (P 5,000.00) or an imprisonment of not more than one (1) year or both at the discretion of the court.
Every 2nd day of October of every year will be observed to give honor to all children of Agusan del Norte emphasizing their role within the family and society. This will be celebrated with activities to highlight their rights, roles and responsibilities. (AgNor Bulletin)
